The European Commission is committed to promoting gender equality in research and innovation: about the Gender Equality Plans (GEP) 

The European Commission is dedicated to advancing gender equality in research and innovation as part of its broader Gender Equality Strategy 2020-2025. The Commission acknowledges the necessity for specific measures to address the persistent disparities and inequities based on gender in the research and innovation sector.

To overcome these obstacles, the European Commission has implemented various initiatives within the Framework Programme for Research and Innovation, such as Horizon Europe (2021-2027). Gender equality has now become a fundamental priority in Horizon Europe, with reinforced provisions aimed at enhancing the research and innovation system in Europe. The objective is to establish workplaces with gender parity, incorporate the gender perspective into projects, and increase the societal relevance of research.

Gender equality is addressed through three main approaches within Horizon Europe. Firstly, the existence of a  Gender Equality Plan (GEP) is now a prerequisite for specific legal entities participating in the program. Secondly, the integration of a gender dimension into research and innovation content is mandatory unless otherwise stated in the topic description. Lastly, achieving gender balance throughout the program is a goal, including targets for women’s representation on boards, expert groups, and evaluation committees.

Horizon Europe also allocates specific funding to promote research on gender and intersectionality, develop comprehensive gender equality policies, and empower women innovators. The program encourages organizations to develop GEPs that tackle key thematic areas such as work-life balance, gender balance in leadership positions, recruitment and career advancement, integration of the gender perspective in research, and measures against gender-based violence.

Organizations participating in Horizon Europe must have a GEP in place when signing the Grant Agreement. The Commission has issued a comprehensive Guidance document to assist organizations in meeting the GEP eligibility requirements, encompassing mandatory criteria and recommended thematic areas. Training opportunities and online resources are also available to support organizations in the development and implementation of effective GEPs.
